The plot was priced at $255 per square metre and the final total price was $1495,000. The agreement required full payment by December 31, 1992.



However, an online reporter from China Youth Daily, Zhongqing, found that in April 1993, the original owner of the above-ground office building, Suzhou Erjian Shishan Branch, had been cancelled. The Land Management Law stipulates that when a land-use unit has cancelled or has not used the land for two consecutive years without the consent of the original approval authority, the land-use right of the land-use unit shall be recovered and the land-use certificate shall be cancelled.



In April 2, 1993, Suzhou Hexi New Area was renamed Suzhou new district. The land was then transferred to the second construction company of Suzhou.



In June 2001, Suzhou Second Construction Company submitted a report on land use change, saying that in the previous few years, due to factors such as the state's macro-control, the company was forced to severally interrupt the development and implementation of the plot.



In 2001, the second construction of Suzhou said in the request report, "recently, under the supervision of the management committee and the requirements of the relevant departments in charge of the new area, and with the advice of the competent units of our company, the development of land will be included in the work plan for the second half of this year." The company said that the development of the project is also planned to build from the original "second office building" to "residential (along the street for commercial and residential buildings)".

The company said in the report that the adjustment plan has been reported to the New District Planning Bureau.



However, according to the land management law, the use of allocated land does not include the construction of commercial housing. On September 28, 2001, the land with an area of 8660 square meters, which was originally allocated as an office building for state-owned enterprises, was re-sold to Suzhou Commercial Housing Management Company in the form of the State-owned Land Use Right Granting Contract. The term of land use right granting was 70 years, and the purpose was "housing and supporting facilities", with a remittance of 194.85 million yuan.



In addition, the company said that the survey in 2001 found that the actual area of the project land than the 1992 agreement of 12.99 mu (8660 square meters) more than 3.78 mu, land use change procedures should be handled together. However, since more than 5 million yuan had been invested in land filling, temporary construction, wall roads and other costs, which increased the cost of development, Suzhou Second Construction asked for preferential treatment in land use change procedures.



Since then, the land department has asked the Suzhou Commercial Housing Management Company to make up the land transfer fee, including the original allocated area of 1.9485 million yuan, in addition, there is a new mapping part of the land price of 50,000 dollars per mu. According to the supplementary agreement signed on December 28, 2001, the excess land area was converted to 3.223 mu, which was settled by RMB 400,000 per mu, and the excess land payment was 1.892 million yuan.



Who forged the document?



The project continues to advance. On November 5, 2001, the Environmental Protection Bureau of Suzhou New District approved the "Environmental Impact Registration Form of Lishan Road Residential Quarter Construction Project" approved by Suzhou Commercial Housing Management Company and approved the construction of the project.



In September 2002, the Suzhou Municipal Government re-zoned the new district and Huqiu District, and established Suzhou High-tech Zone and Huqiu District.



In 2004, the high-tech Residential Construction Bureau received the registration card of environmental protection acceptance application for completion of construction project provided by the project developer. The registration card shows that the acceptance includes five residential buildings of Lishe District in Shishan, totaling 24,000 square meters and one office building, and five residential buildings totaling 150 households.



The two reference numbers mentioned in this registration card are approval form No. 45 (2001) and Su Xinpai No. 28 (03).



This is no different, however, Chen Jinrong in the "people's complaint officer" and found another by the Suzhou High-tech Zone Environmental Protection Bureau filed the "construction project completed environmental protection acceptance application registration card" (hereinafter referred to as "registration card"). The registration card was also dated June 28, 2004, and the number quoted was exactly the same as the previous "registration card". However, only five houses in the Lion Hill Lisa estate were included in the acceptance, and "one office building" was not mentioned, that is, the No. 6 building where Chen Jinrong's house is located.
